How do paid employee holiday packages work?

I understand that France and Canada offer employees paid vacations. Where else? Is the choice left to employees regarding where they vacation or does the company choose? Is this truly part of people’s entitled vacation or free time? How does it work?
In France, people have 5 weeks of paid vacation per year.
This is a law and the companies are forced to pay the employees, even during holiday.
