Why do Canadian workers of international corporations have better benefit packages than their US counterparts?

More vacation time , more paid days off . I checked my companys handbook for our operations in Canada and noticed huge differences between them and us.

It seemed when I drove my diesel golf in Canada I got much better milage…?

Was that my poor math at converting liters to gallons or is there a real difference?
If there is a real difference, why isn’t the same grade of diesel available here? Thanks!
p.s. I get 42-45 mpg so I’m really not complaining. Just curious.
