can a U.S. citizen buy a used car (1996) in canada and import it into the US for personal use?

I am looking at purchasing a 1996 VW golf (identical other than guage cluster) than what was sold in the states. How would i get it registered legally in the U.S. (ohio).

Can I buy land in Canada without being a citizen? Mainly used for a vacation home?
